Kano Assembly Begins Review To Overhaul SPHCMB Laws

The Kano State House of Assembly has commenced a three-day workshop to review and harmonise the proposed amendment of the Kano State Primary Health Care Management Board Bill 2026.

The workshop, holding from Thursday, 10th to Saturday, 12th September 2026, at Bafra International Hotel, Kaduna State, is themed, “Strengthening the Legal and Institutional Framework for Effective Healthcare Delivery in Kano State: Legislative Engagement, Harmonisation and Reform.”

The engagement brings together lawmakers, health-sector leaders, technical experts and other stakeholders to review three key health-sector Bills: the KSPHCMB Bill, Drug and Medical Consumables Supply Agency (DMCSA) Bill and Health Training Institute Bill.

The KSPHCMB Bill seeks to amend the existing law enacted in 2014, with the review undertaken under the leadership of the Director-General, Professor Salisu Ahmad Ibrahim, to strengthen the Board’s legal and institutional framework and align its mandate with current primary healthcare needs.

In his special remarks, the Honourable Commissioner for Health, Dr. Abubakar Labaran Yusuf, stressed the importance of strong legislation in improving coordination, accountability and sustainable healthcare delivery.

Declaring the workshop open on behalf of the Speaker, Rt. Honourable Ismaila Jibril Falgore, the Deputy Speaker, Rt. Honourable Muhammadu Bello Butu-Butu, Member Representing Rimin Gado/Tofa Constituency, called for continued collaboration among lawmakers, technical experts and stakeholders to produce effective health legislation.

In his welcome address, the Director-General of KSPHCMB, Professor Salisu Ahmad Ibrahim, highlighted the importance of a strong legal and institutional framework in sustaining gains and improving healthcare delivery.

He called for active participation throughout the engagement and expressed confidence that the review would strengthen institutional effectiveness, accountability and service delivery.
