Kano Procurement Desk officers Trained To Enhance Good Governance

In its continued efforts to ensure transparency, accountability and good governance in public procurement in Kano State, the Ministry for Public Procurement Project Monitoring and Evaluation, Kano has concluded the 2nd phase of the capacity building workshop for all Procurement Desk Officers across ministries, departments and agencies.

In a press statement issued by the public relations officer Ministry for Public Procurement Project Monitoring and Evaluation Sagir Ado Abubakar.

The two-day sensitization workshop took place from 22nd to 23rd November, 2024 at Manpower Development Institute, Dutse, Jigawa State which was aimed to strengthen the capacity of all Procurement Desk Officers in Kano on Procurement Ethics and Standards in public service.

In his welcome address, the Honorable Commissioner Ministry for Public Procurement Project Monitoring and Evaluation, Kano Hon. Ibrahim Ali Namadi Dala expressed his gratitude to His Excellency the Executive Governor of Kano state, Engr. Abba Kabir Yusuf.

He then highlighted the critical role that procurement plays in public service.

“Procurement is not merely a process of acquiring goods, works and services, but a fundamentals aspect of governance that impacts the lives of citizens, the integrity of institutions and overall development of the state”, he said.

Honorable Commissioner added that the two days workshop, will engage in meaningful discussion, share best practices and explore innovative solutions in order to enhance the procurement processes in Kano. 

Head of civil Service Kano, Alhaji Abdullahi musa, served as the chairman of the occasion at the two-day event.

In his opening remark, he said that there are certain ethical behaviors that guide civil servants in fulfilling their duties to serve the public with integrity, impartiality and fairness.

He then made an overview that there is a need to have a presence of staff of the ministry for public procurement project Monitoring and Evaluation from the beginning to an end for every project in the state.

 In his goodwill message, Honorable Commissioner Ministry of Planning and Budget, also a Resource Person at the workshop Hon. Musa Sulaiman Shanono suggested that there should be a presence of Desk Procurement Officers during budget bilateral discussion for budget formulation.

He also advised the Ministry for Public Procurement Project Monitoring and Evaluation to embark on advocacy visits to ministries across the state about their functions and duties.IMG 20241123 WA0150

 Key speakers at the workshop include the Provost, Kano State Anti-Corruption Institute, Prof Dahir J. Usman who presented a paper titled ‘Understanding Corruption Risks in Public Procurement: A Guide for Effective Procurement Implementation in Kano State, Prof. Abdulazeez Umar Raji, Deputy Dean, Faculty of Earth and Environmental Sciences, Bayero University, Kano who spoke on ‘Understanding the Public Procurement Process in the New Budget Circle and Alh. Abba Danguguwa, Permanent Secretary Ministry of Science and Technology, Kano State, spoke on the ‘Ethics of the Civil Service’.

Other speakers at the workshop were: Honorable Commissioner Ministry of Planning and Budget who made a presentation titled ‘Effective Budgetary Control A Panacea for A Successful Procurement Processes’, Bldr. Mas’ud Lado, Director Planning, Ministry for Public Procurement Project Monitoring and Evaluation presented a paper on ‘Effective Procurement Planning a Panacea of Successful Procurement Implementation, Alh. Bashir Ado Gaya, Sarkin Fadar Gaya, DAGS MPPPM&E spoke on ‘Basic Provision of Civil Service Rules and Engr. Ibrahim Idris, Director Civil Engineering and Infrastructure MPPPM&E spoke on Navigating the Complexity pf Public Procurement Processes.
